The United States currently consumes a quarter of the world's total oil production and depends upon foreign oil imports to meet its extraordinary energy needs. This leaves the U.S. in an extremely vulnerable position and susceptible to changes and disruptions to the world oil market.

Most Americans would agree that, for the sake of national security and economic benefit, this must change. The United States must reduce its dependence on foreign oil imports and invest heavily and rapidly in research efforts aimed at building a solid energy foundation using domestic resources. This is especially true as the world's demand for oil continues to increase and the world's supply of oil continues to decrease.
